I think an easier way to make the Cool Whip hot chocolate shapes would be to spread the cool whip out on the cookie sheet then put the cookie sheet in the freezer till it firms up. Then put the cookie cutters into the frozen Cool Whip and into the hot chocolate. As a bonus, you could cut them all out and then pop them into a container and leave them in the freezer and take them out whenever you need them.
