Get a ladder and mount the camera higher. Blink cameras are small, wireless and concealable. They also make a camera that you can mount inside a window looking out.

If its anything like here, catching them on camera does nothing even if you give the footage to the cops and tell them who the vandal is and where he lives.

Think you on it with tenants been towed more then once. Just figure away to get more cameras up around the hidden spots on the garage area.
