I used to live in the Philippines, this doesn't surprise me much. While I was there, there was a rumor around town about an aswang attack. Every time I heard it, it got grander: it's prowling around, it attacked someone, it killed someone, it killed a child and ate him, etc. Finally, I mentioned it to one of my neighbors and she said "I'm not superstitious like everyone else in the neighborhood. What it probably happened is that organ harvesters killed and harvested a kid and made up the rumor so people don't try to get the police involved." So it would appear that this sort of thing is still going on. There were, and are, monsters in the jungles of the Philippines, they just happen to be human too.

A fun fact about the CIA: Stewart Copeland, the drummer of The Police & composer for Spyro the Dragon, is the son of a former CIA agent, Miles Copeland, who has an article on the CIA website dedicated to him with the section titles all named after Police songs.

I think its very cool that the CIA didn't bother to do enough research of local culture to even know that it wouldn't be like a western vampire with two fangs.
