Imagine if they added post game content to Sonic 2 after beating the game with all Chaos Emeralds, and it allowed you to play through all the Sonic 1 levels (Green Hill - Scrap Brain) kinda like how Pokemon Gold and Silver let's you access the Kanto region after beating the game.
