Could someone please explain to me what exactly a communications “silo” is? Who tends to this “silo”? Where is the “silo”? Is the “silo” an echo chamber? Can you drain alcohol from it? Can you launch a rocket from it? Is it used to store messages that aren’t recorded? Somebody help me to understand what exactly is the mechanism behind this “silo”.

That's a lie it was deliberate. If no communications are established, then you have no evidence , and no single person can be accountable, and you can't point to one source as the one directing the whole setup. When all of them had a hand in it.
