I'm level 122 right now and got there without any glitches or exploits, most of my xp was from farming head shots on lawmen, this is my favorite spot to do it. (TAKE NOTICE YOU CAN CRAFT SPLIT POINT WHILE WANTED HERE!!!)

Farming cops in the blue grain car (train to the left) gets you (Pistol kills) +5 Kill +5 Headshot +10 Execution +5 Special Ammo +5 (Possible Last Chance) +25 to +30 per cop + chance to loot.
