The final boss isn't the hands, it's playing one-winged angel on Sephiroth's stage because the hands have come to fight him. He's literally the final boss.

Seeing Max's reaction to Sephiroth's gameplay was one of the highlights of my day, but what really got me was the Kirby reaction at the end.
