I personally think the map was based off an earlier revision where level design was more walled off like FH1, and they may have not had the time to touch up the map to match Playground's design more as time went on

this is kinda late to comment but the reason why they blocked off parts of the map is because the 360 cant handle the original fh2, hence why most ports have poor quality. Most games that are ported to the 360 are often 720p instead of 1080p because thats how much the 360 is supposed to run.
