You missed a few things. 1. His neutral special, when used in the air, if you tilt up he'll do a spin, shooting in a circle. 2. The enemy grab properties of his up special 3. The "second chance" part of his final smash 4. I'm like 99% sure he has an alternate victory screen besides the ones you showed, where he isn't moving at all.

Joker has a final smash win! Just end the game with his fs unless you have the fighters pass. You get softlocked otherwise
