This is Clarke & Dawe in a sketch called "The Front Fell Off" from A Current Affair, an Australian current affairs show on which they used to regularly write and perform mock satirical interviews. This sketch is about the wreck of The Kirki tanker in July 1991 which caused the worst oil spill in Australian history at the time. There are several compilations of Clarke & Dawe's work available to those interested. They are fantastic, which is apparent here.

The best part of this is missing! He says "Can I get a ride?" and the guy says "Didn't you come in a commonwealth car?" And he says "Yeah... The front fell off."

Just to make it clear, these guys are Australian. Not British. The accents are fairly different. Just imagine a posh British voice, then remove the posh: bam Australian.
