This video was so ahead of its time. No one else was making MVs like this in 2015. The wide cinematic shot, the member visual shots, the slow motion effects, the simplistic object shots, the turning in camera, it’s all things that we would see become popular a few years later, and especially nowadays.

이런 퀄리티가 다시 나올 수 있을까? 케이팝 정체성을 가지고 가면서도 세련됨... 뮤비 연출도 아이돌 뮤비 문법을 마냥 따르는 게 아니라서 뻔하지 않고 공들인 느낌... 아 덤덤 나올 때 진짜 재밌었는데 ㅋㅋㅋㅋ

according to the behind the scenes, dumb dumb is about how girls become awkward around their crush (hence the title) dumb can also be referring to being unable to speak, like how people become speechless and have no words around someone they have romantic feelings for. they also demonstrate this by being/acting like mannequins.
