The only RPG that does low level quests properly is Runescape: - Help the castle’s cook bake a cake - Shear a sheep and spin a ball of wool - Literally solve a diplomatic conflict between two goblin generals in what colour of armour they should wear.

There's always a part where you're in the endgame but you've missed a quest from the early game, so you go from slaughtering dragons and dinosaurs to picking up mushrooms for an old lady.
