I chose to focus on Charlie, Vaggie, Lucifer and Emily for a few reasons. Charlie is actively working against what Heaven is doing. Vaggie and Lucifer are both fallen angels and so have been set up as enemies of Heaven. Then Emily, despite being a seraphim was kept in the dark and rightly dismayed by the exterminations. If you lived in Heaven and you learned that a resident of Hell built a business to redeem the damned would you do your best to destroy it? Or go against Heaven to protect that business that wants to help the souls that want redemption? I'm Team Heaven all the way but if I learned that a resident of Hell was doing this I would give my all to protect that business. Even if it meant getting kicked out of Heaven.
