What I learned from the TF2 lore is don’t question it. the lore is like the community absolutely chaotic and doesn’t make sense in the slightest

Yes, you do need to pay for chat messages and voice chat, because there's been an ongoing bot problem with bots spamming horrible things into the mic and chat. The bot problem is now finally fixed (hopefully), so I think we should get free communication back. Additionally, the barrier of entry isn't really that high, you need to purchase just one thing from the store, and that can be anything. Doesn't matter the price or how much, you bought something, you can speak.
