I... don't exactly see what Carn was so upset about, if he had looked up what he was doing, he'd see the punishments he dishes out would be pretty demonic, such as: Forcing humans to pay tributes of their wealth or face demands of greater tribute or incarceration. crippling a vehicle to the point of unusability until they earn the meager semblance of forgiveness from their motor overseers. ordering minions to take their vehicle and hold it hostage, failure to pay both tribute and gain permission of reclamation from motor overseers grants you the power to destroy their precious and very expensive property by crushing it. authority to have higher ranked authorities drop whatever they're doing to deal with a problem you don't want to handle. all your actions are to oversee the tasks of humans with a watchful gaze and enact appropriate punitive measures for failing to follow your doctrines.

And then there’s Doom slayer, the peaceful ambassador from hell to make the demons arrival on earth as PEACEFUL as possible!

At this point I am convinced that the hell government let's Veeg those things because they know he will create carnage and destruction. More then they can ever hope.
