White car driver strikes mini van and leaves the scene of the accident. She later claims she had to be pried out of her vehicle and files a fraudulent claim with the the mini van's insurance. She should have been arrested for FELONY HIT AND RUN by the Oakland Police Department.

    Normally fault would be assigned to the van driver as the driver who was backing out of a driveway. However, if it's a hit-and-run as it appears to be here, does that reverse the assumption of fault?
