My theory on Lance has always been that his Dragonairs were evolved by the same Radio Signals that Team Rocket was using on the Lake of Rage and that's what got his investigation started in the first place.

Jupiter's Skuntank also fits infamously with Mars' Purugly. Stunky doesn't evolve til lvl 34
