The limited buildings you see in the Pokémon games are for the gameplay's sake. Canonically, there are many buildings in the Pokémon world. The 2D games make sense to allow our imagination to fill in the gaps.

This series has a habit of slipping in things where the developers expect people not to look. PokeStar Studios in Black 2/White 2 had a lot of weird endings where you get killed by aliens, horrifically fuse with a Pokemon, romance a 1000-year-old witch, and more things just because the devs knew the average player probably wouldn't engage with things beyond the surface level good endings if at all.

I love this about ORAS, it was clear they kept in mind that people who played the og RSE grew up in the meanwhile from many little details and dialogue here and there. It's really sad that ORAS got a bad reputation initially just for the lack of Battle Frontier. Sure it was a disappointment, but it's unfair how many people decided the whole game was garbage just because of that and XY-style EXP Share. 3D Hoenn looks amazing and some new areas like Sea Mauville are visually amazing. Even Sky Pillar looks very good despite the lack of its iconic og puzzle.
