Mayor Eric Adams and Manhattan District Attorney Alvin Bragg announced Tuesday the beginning of a new coalition that is pushing to make a cleaner and safer Midtown Manhattan. Officials say several different agencies are coming together to address issues like retail theft, the mental health crisis and beautification in the area. FOX 5 NY's Teresa Priolo has the story.

    The mayor says you can't arrest a drunk or drugged person who is laid out on the side walk. But that person for their safety and as well as the public needs to be brought to a medical facility and to stay there until sober. Or jail if they are repeat offenders at being a vagrant and intoxicated in public. There has to be some accountability
