Often, the newer Radaranges with a defrost mode (the RR-4D model next to this one) with an air-driven stirrer, the stirrer often gets blocked by the plastic shield that covers it as it distorts a bit over time. It's held by screws near the door opening but the other end of the plastic shield is just inserted into tabs near the light bulb opening. That's the place where it usually blocks the stirrer. Cutting each blade even less than 1/4" at their end allows it to turn again...

That's very easy to do. All is needed for that is a Phillips screwdriver to remove the screws at that hold the shield in place and a pair of good scissors to cut the aluminum stirrer blades.
