    3050ti is actually fairly decent GPU and in this setup it's the CPU that causes the bottleneck, a thermal one to be precise. basically in most cases when you run games with both CPU and 3050ti working on something, it tends to power limit CPU to 20W and around 2ghz (so lower than base clock), and that means GPU gets bottlenecked as it can't receive instructions fast enough to utilise it's potential. if you turn on Turbo mode in Armory Crate you might be lucky and get slightly bigger power budget for CPU, which would often resolve stutters. but most likely to get rid of stutters you'll have to reboot device, then turn on turbo mode, launch ThrottleStop and fiddle with it's settings to get a bit more optimal boost, then launch the game. at which point if you get better performance you might also notice that device will run at higher temps, like around 90C with peaks reaching all the way to 100 sometimes. and that's why they made it power limit itself so much, it's also because vapor chamber will start to loose it's effectiveness if it's completely saturated with heat. but, with cool enough ambient temps it can get usable for some modern games.
