Industrialization actually started a lot earlier than most people realize. Britain was partially industrialized by the Napoleonic war. By 1910 the only countries in Europe which weren’t heavily industrialized were pretty much just Balkan countries and Russia. Even then Russia had several industrial centers in major cities. The Ottomans were partially industrialized starting in the 1840s or so with modernization efforts. Greece is somewhat special as it was astonishingly agrarian with some scholars saying that a proper Industrial Revolution never happened in Greece, as some of the only industrial development was in the agricultural sector with things like canneries, factories for processing tobacco etc. just about the only proper heavy industry Greece had was ship building to aid in their reliance on trade for foreign industrial goods.

What do you mean you wouldnt expect a country in 1910 to be industrialized? By that time both the US and Germany had larger industries than the UK, industrialization began about a century before the start of this mod.
