Super Mario Sunshine - Glitched Bowser Fight (No Green Water)

I was playing this on Dolphin and noticed that the final Bowser fight lacks the green water like usual, so it's just Bowser standing in an empty tub. Looks very weird. Bowser Jr. is absent as well, but a few Bullet Bills show up out of nowhere. There are way less Bullet Bills than usual. Princess Peach is also gone, but this does nothing basically.
The game behaves like the water is still there, it's just invisible. Probably due to some graphics setting or incapability on Dolphin.
